Yes, alloy rims would be the first thing you could do to upgrade. Other tweaks to improve braking power: Cantilever brakes (would require brazing cantilever posts to the fork and seat stays, though), an internally geared hub with hub brake, disc brakes (would require disc brake tabs to be welded to the fork and frame.). I'd start with the alloy (aluminum) wheels, and not worry about any other tweaks unless the alloy rims aren't giving you the stopping power you want.
