I don't carry lube, either, but have several bottles of stuff at home (and I learned firsthand about WD40 after I trashed the crank on my first "ATB"

Rain gear. Don't know where you are riding, so you pick what you want to carry, if your on a budget, use a white trash bag, that should keep ya visible! But really, even if you don't care about getting wet, you should have a way to keep your phone/wallet/keys if you have electronics on it(car unlocker fob) dry.
Rain gear -- choose to stay dry or get wet, take your pick.

For the wallet/phone/keys, use a Ziploc bag, if nothing else. The last time I was in the rain, I was in a jersey & shorts, which had no trouble getting soaked (it helped that it was a warm rain, too). The ziploc bag kept the phone & wallet completely dry even though they were in one of my back pockets.
