I ordered my black Scotchlite tape from flighthelmet.com and there were no 'small order' handling fees.

I've got a 1" stripe down the middle of each fender, I cut 1/2" wide strips to pinstripe the sides of the fender, and I "skeletoned" the entire frame of the bike with 1" strips along the length of both sides of all the frame tubes.
