It is true that most of the "fly offs" are probably from trunk racks, not hitch racks. It is the things I see on the back of RVs and other tourist mobiles her in Colorado that scare me. The bikes are usually held on with cheap bungees. I think that any good rack is going to be fine, as long as the user is careful.
