The rim is 36 hole, and I would think that you could build almost anything 36 hole into a usable light duty wheel. They had some 27" Sun rims a little while ago for $10 ea, but those are gone.

Nashbar has a fixed gear hub for $40, but it's only 32 hole. IRO cycle has rear hubs for ~$50, but I don't know the drillings.

Nomco has a 32 hole f/r set for $88.

Do you have to use 27"? Sure you can't convert to 700c? cheap wheelsets available and you could probably find a fork much easier. I've run a 700c front fork on a 27" frame and never really noticed any issues, although I did have to rig (~$3) a "dropbolt" for my rear brake calipers.
