No, they aren't marked, and they came on a bike I bought a few years ago. they are pretty nice, with titanium hardware. I was kind of hoping someone here might have a guess. they don't use the 3 holes that canti mounts have for the spring, it's adjusted via those 13mm flats behind the pivot bolt.

Naw, 700x23c. The fork is what came with a first generation gunnar street dog (the one with the canti mounts), I think it is actually a waterford cross fork. I think you could run at least 700x45c with this fork, I've run 700x38c plus fenders with plenty of clearance
