bike seat shaft in bike frame problem

Hi,
Equipment: Giant brand mountain bike with Satori seat shaft, quick release ring.
Have feeling problem related to metric and inch measurement manufacturing.

Had prior seat and the seat shaft spins a little inside bike frame assembly. Release ring at tightest position. Yesterday, seat, ring, and shaft got stolen. Surprise person took time to cut lock and steal old seat with tear.

With new seat shaft, wrap electrical tape around and insert into bike frame tube. Now, tighten quick release ring to max and close release ring. Seat shaft snug and believe shaft would not spin around bike frame. Riding later, discover some play possible and thus seat shaft can move a little around bike frame.

What solution to this problem? Another seat shaft. Is there some sort of accesory to make the seat shaft not spin in bike frame tube/shaft. If another seat shaft, what size to avoid this pitfall. Not knowledgeable enough on what is out there. Tx for reading and solution to problem.
