Like any other threads on the bike, fender bolts should be installed with a smear of grease to prevent binding and permit better tightening.
I found the rear chainstay bridge bracket to be useless and replaced it with a small ziptie running through a hole 1cm from the end. This is light, rattle-free and invisible.
