Resting heart rate and max heart rate have nothing to do with your fitness level. Your recovery rate from max to resting is the only thing that counts. President Bush has the same resting heart rate as you!
While it is true that the resting heart rate does not indicate compared to other people, it can (but does not always) indicate fitness relative to yourself. An untrained individual will
likely see a drop in resting HR with training. Also, because resting HR is different for each person, it is very unlikely that President Bush has the same resting heart rate as any particular person here.
