I'm fine w/ the thread we have. BF.net pulls in a lot of people to begin with and I think that's an easy way for new riders not "in the know" yet to find the rest of the Toronto locals. If a new site was started, how would you go about advertising it to people? "toronto fixed gear" (sans quotes) doesn't return this thread with any efficiency so if someone wants to get their SEO on with a new domain maybe that would make it a more viable option.
