So I'm trying to figure out the accident:

Was this a right-hook, where the truck was overtaking the cyclist in the bike lane and cut him off?
Was this a right hook, where the truck was slowing for a no-signal turn, and the cyclist was unprepared and ran into the truck?
Was this a truck coming out of a side street onto Old Redmond Way, and he cut off the cyclist?

If I'm thinking of the right block, that's a fairly flat and straight area of the road. No reason, unfamiliar with the area or not, that you wouldn't see someone in the bike lane.
