The problem with the residential descents in PV is ... well ... cars coming from driveways.

Try Silver Spur (from Peninsula HS) down towards PV Dr N. This has virtually no RH side traffic. The top-middle section is the steepest part. If you don't hit 45+ on this, you must be riding your brakes.

Hawthorne to PV Dr W is OK too.

For a twisty descent where you block cars, try PV Dr E from Miraleste HS (what it used to be called) down to PV Dr N. Several hairpins where you can beat just about any car around. You can also take PV Dr E from Marymount College down the backside to PV Dr S. This is a nice descent, hardly any residential traffic, great ocean views (like you'll be able to see them), LOTS of turns though. You'd be lucky to hit 45+ here.

I did 45+ on Hawthorne from Peninsula HS to PV Dr N last Thanksgiving but that was due to "darkness" (i.e., I couldn't see my cyclometer that well). I wouldn't recommend riding this route due to the heaviness of the traffic. You should time the lights so that you could start your descent just as the light at the top turns red.
