If it's been sitting for a while, the cables probably need to be lubricated. Same with the pivots in the RD. Head over to the Park Tool self-help maintenance site and review what that takes. Also check out the RD adjustments procedure. Takes about 30-minutes to R&R your rear-derailleur cables.
