Doing a google search, I come up with Schwinn/Chicago Cycle Statue of Liberty headbadges that don't look anything like that. Also a German bike:

It also has a Komet special coaster brake and hub. The hub has a flip open oiling port, all is crome. ...It has triangle shaped trim on the rear fender and each fork..." Obviously not anything like your bike, but a slight possibility of the same manufacturer.
