Yes. Get it 90% on. Turn the wheel over (so that the remaining part is onthe ground) and work the tire into the center of the rim, all the while stretching it around the rim. Then rotate the wheel, curse like a sailor, and pop the tire on with your thumbs.
I have never had trouble with Michelins of any sort.
