There's a community near me that legally became a golf cart community a couple years ago. I was doing some work for a gentleman that had a vacation cottage there, so I was down there almost daily. After a few experiences with golf carts on the roads I started wondering, "What was the point?".

A bike is faster and not legally restricted to the community.
