Actually they chrome the whole frame so you can have chrome drop outs and stays etc. Nothing to do with rust prevention.
My 1987 Pinarello had the whole frame chromed but everywhere there was paint it had been sandblasted to rough it up for paint adhesion. I used paint stripper from Home Depot to remove the paint and didn't hurt the chrome.
You DON'T need to remove the chrome.
