I think the story is that the pro car idiots won a lawsuit a year or so ago and a judge has injunctioned the city from installing any new bike infrastructure - parking, lanes, sharrows, anything. Try the San Francisco Bike Coalition site, they may have more info. Seems like I remember the guy's name as Anderson, but I'm not sure.
