I've never seen an unmodified bike requiring different reach brakes at either end. Any chance someone changed the OEM fork for a different model?

BTW, not to sound condescending but you do know the brake pads can be adjusted up or down within the arms, right? So, I assume the adjustment range for the rear brake still wasn't sufficient to align the pads properly.
