trek, Schwinn, and others make traditional cruisers that meet your requriements except for price; they are typically in the $300 range. If you're going to ride it often, the extra $$$ are a good investment vs. a <$200 bike bought at a discount store.

I use a Sun Drifter 7-speed (external gears) for commuting to work (4 miles each way). Its got a 'relaxed' frame geometry like the Electra Townie. I bought this style of 'relaxed' frame because I couldn't raise the seat up to a comfortable enough level on the traditional cruiser. Bought the 'Sun' brand over the Electra because I found it cheap on Craigslist.
