Yeah, I think it is a weird case where the cops knew what was going on but it was hard to prove as Igor stayed within the rules of the law. Like I said earlier, the pawn shops are all super sketchy and the burden of proof in regards to theft lies with the police. That is a huge endeavour, proving that items in a pawn shop are stolen, so a lot of it just flies under the radar. Even stuff that does turn up stolen doesn't get Igor in trouble, it gets the guy he bought it off of in trouble. It sucks, but that is how the system is set up.

I have a bad feeling that even though the police witnessed Igor instructing someone to steal a bike, it might be hard to prove in court. The cops got really lucky that pot and coke were found in his place otherwise, he would have been released almost immediately.
