Ciocc/Soma. are either of these worth it

I've had it with potsing around and wasting my summer not having a ridable bike(every project i've started needs parts that I don't have and can't find). Would it be worth it to purchase this (then go to pick it up since i'm not paying 165 dollars for shipping and handling.) If i offered the seller like 700 or 800?

*edit** after a few minutes i've realized this is a rather stupid idea. I probably won't even make an offer on this bike. but still input is welcomed.

How about this soma frame? It appears to be in half way decent shape and is fairly reasonably priced. Would this be worth putting the funds on to purchase and put wheels on?
