Reading that quote in the context of the other quotes in the article, I think that he is simply saying that while people ride on the sidewalk because of a perception that it is safer, if you are riding over 10 MPH, you should be either on a bike way or in the street, rather than on the sidewalk. I don't read the quote as saying that you are limited to riding in streets designated as bike routes.
