i read a link online that says use your own discretion when running the light. its such a surprise to me, i never knew about that, but now i will have to be more cautious. not only that, but you can also get fined for not having a bell?? is this true in nyc still? i see lots of people do this or not have lights or bells...i only knew about this yesterday after my coworker said this. what do you guys think about this or has it become official?

So you thought it was legal to run a red light because some website said it was? There's a website that says the legal age of consent is 16 in Las Vegas, but unless it's on the GOVERNMENT website, see ya in 25. The link you provided here says it's illegal to run reds though.
As for the bell or light, it's probably one that is not enforced much. Kind of like plastic license plate covers or turn signals here in CA. It's up to you if you want to risk finding a cop on a bad day.
