Reading that quote in the context of the other quotes in the article, I think that he is simply saying that while people ride on the sidewalk because of a perception that it is safer, if you are riding over 10 MPH, you should be either on a bike way or in the street, rather than on the sidewalk. I don't read the quote as saying that you are limited to riding in streets designated as bike routes.
Hopefully you are right. But enough motorist here believe cyclist are only allowed on bike paths or roads signed as bike routes. Sadly, as written, this reinforces such wrongheaded beliefs.
