Isn't there some sort of charter right or something about simply declaring someone a bike thief, taking every bike in their possession, deciding that they're stolen and redistributing them before there is a trial? You'd think it would be up to the cops to prove that each and every one of those bikes were stolen. I'm fairly convinced he's a thief, but the cops are no better. Worse even as they're supposed to be the "good guys"
