Can pulsating be a result of a problem with the pads/shoes? I had my front wheel trued because I thought that might be the problem (and there was a problem with the front brake cable, which my mechanic replaced), but it still pulsates when I'm braking slowly.
Could also be the seam in the rim or a small dent. Run your finger along the braking surface on both sides and feel for irregularities.
