back when I used one, I made it so it was fairly tight against the tire: the wire bail presses enough to flatten the tire, a little, where it touches. Done right, it makes the bike into a rigid unit you can lean against a wall, doesn't roll and the front wheel won't flop. You can get it so you roll the wheel to kick the bail off and then fold it all the rest of the way up manually.
