A pair of regular shorts or even just a liner may be best if you've got limited cash and just want to try it out. If I'm doing stuff, like Krusty, I prefer liner under some cargo shorts.
YMMV, but I really like the Castelli bibs. They're super soft and nice. Not everyone is built the same though, so one person's favorite brand might not be anothers (kinda like saddles). My Giordana stuff is nicer, but it's also more expensive and harder to get around these parts. Clearly I prefer fine Italian cycling clothing however..
