Agreed. Universities aren't one organization. The racing team is often a club and is run just like any other club on campus. Even if it was a campus sport, the school would not feel obligated to make provisions for the storage of any equipment.
To the OP: Contact whoever is in charge of student housing. Write their name, the date and time of the conversation, and what they said just in case someone else contradicts it.
