Great, I'm biased towards the OCR. I ride an old OCR touring. It was a great first bike {after the Schwinn, of course}. My problem is I'm putting away $1/mile for my next bike, and it's expensive. But after 5 years of saving, and saving $50 a week, I'm getting ready.
If you can swing it, I'd recommend the OCR over the FCR. The drop bar gives you the same feel as FCR but you can drop down for higher winds and downhills. Also I like the 700x26 better than the 700x32. The original OCR came with 700x32. I've switched to 700x30, but I'ld like drop down to 700x25. I can't without replacing the rims and don't want to buy rims for a bike I'm ready to replace. Just dropping from 700x32 to 700x30 made my ride easier without any lost of comfort. I didn't want to go down to 700x23.
Next your gearing on the OCR3 is better than on the FCR3. Middle ring is 39 vs 42 on FCR. Top ring is 50 vs 52 on FCR. You have hills and you are a beginning rider. Most of you riding will be in the middle ring. Being a gear lower would be good.
