as you found, you have to de-connect things to slide the brackets on the fork legs.
it isn't quite as quick as a rear plate. but shouldnt take more than a couple minutes.
the little stabilizing bolt with the screw goes through the arch and out the other side to butt up against the crown of the fork. there should be a rounded cap for the end of it. I still put a piece of tape or something to pad it a bit. the spring goes on the outside/brakeside of the arch and you should be able to tighten it down with a narrow phillips head screwdriver.
all that said (which you I guess knew) I have no idea why that bolt is there save backwards circles.
