You don't need to powdercoat it to make it un-horrific, just take off the argyle top tube pad and put on a new saddle. You'll probably want a new saddle, anyway. The argyle is badass on a racing bike that could kick your ass (
Felt F1 Team Issue ftw), but it looks like **** on a bike like the curbside, IMO. The Dispatch, also made by Felt, is kind of cool, too. Similar bike, but with drops and a more sober color scheme.
