The congestion charging has improved air quality in London. It is only a nominal charge like $10, but if you forget to pay by the end of the day the penalty is like $100. I think it creates parking problems just outside the charge zone. I think it would be more effective to put a $4/gal tax on gas which is then turned over to public transit across the state.
