That last bit of advice sounded pitiful. No offense but if college is party over study you don't belong there. GTFO my government money and don't waste your school's resources. Don't "make an effort to go to class," make an effort to strive to never miss a class without some dire circumstance. Your first semester will be woefully easy and if you can't take the academic heat of at least a 3.4 or so while getting adjusted and having fun you don't belong there. You don't get a >3 GPA by "making an effort" in any decent school in a science or engineering field.

Do I sound crass and biased? You bet. I think education above state-mandated is a privledge but with the great power and advantage of an education comes great responsibility among your school, your parents, your nation, and, if you have any dignity, yourself.
