False. Brake tension and cable adjustment. I have Ultegra brakes (6600) on my bike. Equal adjustment and with the same pads, most dual pivot caliper will feel almost identical. Precision of the brakes is dependent on the spring and placement of the pads. Tightening the tension on your spring will allow the brake to release quicker.
Thanks again guys for saving me from blowing money, I'll try and work on these brakes and see if I can get more out of them.
