Looks like they've been reintroduced and renamed Angletech Techwind.

I used them in front on low-rider racks. They work better there, carving a wind tunnel around your legs. In the back, you legs block much of the advantage. The disadvantage of this design is no pockets, so nowhere to put small things. The designer preferred the stuff bag approach to organizing your stuff.

It feels a little odd to turn with this weight on your front wheel, but if I remember right, it was stable. It was a long time ago.
