The highest point I've ridden up to on my fixed is around 7000-8000ft. I want to ride up mt evans at some point, which is double that altitude.
I visited NYC a few months ago, and my asthma was non existent. It was amazing.

I'd love to get nice a track bike and race on the velodrome when I get to NYC. The only one in CO, isn't exactly close to me, and I think they're pretty strict about who can race on it, as it's used for Olympics training.
