Yes it does have that colnago type clover tubing. It appears the webbed heat tube gusset was added after market, but I don't think that is the case. An effort to stiffen the frame?

Regarding the double clamp.. I guess the original rider really didn't want their post slipping.

This picture shows the crimping of the tubing much better.
