Treating the frame, as mentioned, is very important. Try to coat the insides of every tube, grease the inside of the BB and head tube. Relube the frame every once in a while.

You should be able to drain the BB by pulling the seat post and flipping the bike over, or, if the Poprad has a plastic cable guide on the bottom of the BB, you should be able to pull the screw out of that.
