While I think it's a reasonable and inexpensive precaution to use framesaver, the dangers of rusting out a steel bike that is stored inside are minimal. Most frames have drain holes near the rear dropouts, as you've found. After riding in the rain or cleaning the bike, just let it drain by lifting up the front wheel. That's how I store my bike, in any event.
