I recently bought a pair of Forte 700c 28mm tyres, as marked on their sidewalls. Only to find they are exactly 25mm wide when correctly fitted and inflated.
So the OP will probably find "28mm" tyres fit with no problem, but with very little discernible difference between them and 23mm tyres.
I bought a set of Forte 700 x 25s. Put them on, What, They measured 21's.
