Insurance is the primary reason like everyone else said.
but shouldn't people expect to understand how and why insurance (or any other) charges are levied? Is the charge justified, and if it is, how exactly it is?
Has anybody looked at insurance data to see if the requirement is justified, or should people just expect any charge or rule be followed without question or explanation?
