Kestrel Evoke Frame Delaminating?

I was involved in a collision with a van 3 weeks ago. The van sideswiped me from behind on my left side. I did not go down but the strike was enough to knock my rear wheel way out of true and break my rear skewer and left pedal.

I'm in negotiations with the van's insurance company right now to replace some of my gear and part or all of the bike frame.

I found this last night when I put the bike up high on my wall rack.


The green foggy resin has always been there, its near all the joints for filler I suppose.
That grey spot though is totally new. Does anybody know or think this could be catastrophic?
