That head tube decal looks like one that was on a JC Penny bike that appeared on this forum some time ago. The bike that it appeared on also looked to be surprisingly high end for a department store bike. I suggest you follow that road.
When the owner showed it to me, he was surprised that it had such high end components. He also said that he thought it was a JCPenny bike. I can get the bike if I like, what do you all think it might be worth.
