When I was working, we used to call it "process improvement," whereby we examined every aspect of our work processes and analysed them to death. We then determined the best way of caarying out the process, documented it for everyone using it to follow, then kept charts of process measurements so that we could see how we were performing and always looking to improve on the numbers. It seems to me that Brit cycling is using a similar approach. It worked for us and it's certainly working for British Cycling.
