I'm not certain who is responsible for that definition, but it is quite commonly accepted that there are two general types of rims - tubulars, and clinchers. There are several varieties of clinchers - one of which is the hook and bead that you are evidently looking for.

If there's a lesson here, it is the old adage that a picture is worth a thousand words. The one word "clinchers" leaves a lot of room for differing interpretations.
