I haven't been able to find a 3 foot passing law in New Mexico but improper opening of doors is a misdemeanor (New Mexico 66-7-367. Improper opening of doors).

It takes two people to cause a dooring, the bicyclist who rides in the door zone and the person who opens the door. Both are at fault.
