Locally, it goes in spurts. There will be a rash of bike tickets handed out, a few nasty letters to the editor, and then none for about a year. They really need to make the "stopsign=yeild on bike" into a law, since many of these tickets are for cyclists practicing extremely safe biking technique. They simply fail to unclip at a 4 way stop with no cars for miles and get a ticket. They don't "breeze through" the intersection, but they don't come to a complete stop either. Tickets for that suck.
