Having to justify your obviously legal actions to a judge is not justice. I think it's more than reasonable to complain about a cop pulling you over for legal behavior. It's happened to me for taking the lane legally.
To other responders to my post: I wasn't referring specifically to a "blocking traffic" charge, just that that is the general pretense that police have for pulling over and bothering cyclists who take the lane.
But if there is no such law, then the actions of your hypothetical cop are unjustified and can easily be used against him.
I understand what you are saying... that said cop took shear pleasure in writing the "3 foot" ticket as he sees cyclists as a bane to all motorists, and shares the motorists' attitudes. (there have been quotes from such LEOs here on BF in the past... and of course there is the
infamous NYC incident on video)
